Myths like this are rampant among people receiving those services, according to local experts, who said that clearing the confusion will take more information and clear, direct communication.
Diane Graebner, a health care coordinator for the Racine Unified School District’s School-Age Parents Program, said she has seen that confusion firsthand.
Working with teenage parents, some as young as 12, Graebner said, there are so many “simple myths” about child support and custody issues. For instance, child support payments do not automatically split 50-50, they vary based on parents’ incomes.
Assembled at the county’s Ives Groves Office auditorium, 14200 Washington Ave., Graebner was one of about 20 participants, whose workplaces included the Women’s Resource Center, Racine Vocational Ministries, Catholic Charities, health care providers and more.
All had a background working with populations who utilize child support services and/or go through family court to establish child custody, but participants said they themselves often don’t fully understand the complex system.
“It really is a good system if you understand the system (but) there are a lot of myths, a lot of misperceptions,” Racine County Family Court Commissioner Anisa Dunn told participants.
Along with representatives from Racine County Human Services, Child Support Services, Focus on Fatherhood and more, Dunn walked participants through the process of child support and family court, starting with pregnancy.
Some points were news even for veterans of the system like the Racine Vocational Ministry’s Barry Uhlenhake, who’s been working to help formerly incarcerated men and others transition back into society, including paying child support.
“What surprised me is that the system is very forgiving,” and that the courts are willing to work with men who are behind on their child support, rather than immediately putting them behind bars or charging them with a felony, he said.
Uhlenhake, like other participants, was eager to make the information he learned at the conference concrete to those that need it.
Conference partici-pants suggested solutions including: presenting clear, concise information that explains the basics of the system point-by-point, making that information available through schools for teenage parents, providing information in both Spanish and English, and engaging the public through other conferences and informational fairs.
Graebner said debunking common myths and providing information up front would go a long way toward preventing confusion, particularly for teens confronting the complex and sometimes intimidating child support and family court system.
For those seeking child support and negotiating custody, “Try to know your rights; try to enforce your rights,” Dunn advised. “Take control of your own case.”
